Problem with existing tool:
The software did not alert users of alarms (signals sent when traffic cameras have problems). This led to traffic violations being missed.
Goal:
Increase system uptime and ensure capturing of violations.

I interviewed 3 NOC users - 2 from the US and 1 from Australia.
